Who the heck has this license plate? I want it. Would he/she sell it to me?

The great William Cloos of Lincoln, Rhode Island has that same plate in the Ocean State.

What dictates what goes on a number plate in the US?
CHESS would, unfortunately, be impossible here in England.

To the friend from England:

In the US, in most states you can customize license plates for an additional fee. The only requirement is that what you choose to include must be unique for that state. For example, if I was to move to Nebraska, I could not purchase the 'CHESS' license plate. On the other hand, maybe I could get 'CHESS1'

Nah, the coolest plate name would be: Chess69!

Mike Nolan owns the license plate.
