Notice the winner gained only 2 rating points if I am reading it right- she did not meet any opponents close to her 2000+ rating. She basically had to win the tournament outright just to keep her rating!

That's correct. Sylvia Yang was next rated at 1911 (135 below) but seemed to be off form and didn't play the winner.

Courtney's top-placed opponents were 2nd, 7th and 10th, so no games against 3rd to 6th which was a pity.

Courtney only needed a draw in the last round, and - maybe professionally - took it. Can't blame her for that: there was no anti-quick-draw rule in place.

If anyone knows of a better way (than a 'Swiss') of running a tournament with a wide rating range, they are welcome to provide information here.

Dividing the competitors into 12 classes based on their point score (zero to 5.5), out of 156 games ...

There are only 10 games where a player in a lower-class wins: the Foley-Carter and Newell-Deolalikar wins are conspicuous.

There were 13 draws involving players in different classes. Gossell-Diaz and Munoz-Deolalikar (again!) are conspicuous.
